XYGATE: Setmode Error 48 Occurs During Installation of a Host Product
1. Make sure that you are logged on as the installation owner
2. Make sure that no Safeguard ACL or XOS rule is in place preventing the user id doing the install from the
action that is being attempted, e.g. a file RESECURE/PROGID/LICENSE/WRITE/PURGE/RENAME
