FIX:

Identify the XYGATEOS ACL FOGROUP  that restricted access using XOS_EXPLAIN.

Logon as the owner  of the XYGATEOS installation.

TACL> XOS_EXPLAIN

Using the identified FOGROUP, use the XYGATECF GUI to modify the permissions in the FOGROUP to allow Read and Execute access to the $SYSTEM.ZPATHWAY.ZLICSA58 and $SYSTEM.ZPATHWAY.ZLICSA59 files for the required user.
